We saw that in Panama when at Tropic Star Lodge. Sailfish with dorsal fins up going around the bait ball in a circle, tunas blasting out of the middle, pelicans and frigates raining hell out of the sky.
Our party of 15 in 5 boats hooked over 100 sails that day, landing about half.
Had something like that happen when we were on a charter out of Oregon Inlet a few years ago. Our captain got a call from another charter that they were into a school of tuna crashing a bait ball. WE ran up to see 4 or 5 charters surrounding the action. The neat thing was when someone hooked up the captain would move away from the action while the fish was being fought so another boat could back in.. When it was our turn the mate handed you a spinning rod with a chunk of bait on the hook and you skipped the bait into the action. At times as the bait skipped on the surface 2 or 3 tuna would swipe at it. Action lasted about a half hour so everyone got to land at least one 30+ pound tuna.
