With water still cold - live minnows or grass shrimp on a shad dart might be your best bet.

Most likely - Perch will be staging to spawn. 4 to 8 feet often is good this time of year.

Do not know if it is true but old timers told me the females like to get along pilings / trees and rub their bellies.

Often caught Perch along docks / trees so might be something to it.

The north side of creeks often will be warmer due to sun angle - watch for Herons - they feed on minnows.

Best of luck.
