I hate cleanup, so I used spray paint. Two cans of Killz oil based paint as a base/sealer, with two cans of restoleum indoor/outdoor over top. I hope it doesn't wash off, or turn my deck orange when I bring them back in the boat.

You shouldn't have any problem after using the Kilz primer and a decent top coat .

I would follow the orange up with a clear coat high gloss spray. Most of the day glow colors in spray cans are either satin of flat paint. The paint will last longer, and won't rub off, chalk, or stain as easily.
