This is for most of the Atlantic Ocean. It's intended to try to protect Right Whales. As the article says, "since 1998 there have been 8 confirmed deaths of a Right Whale from boats over 35 feet, but under 65 feet". This would destroy the offshore fishing charter business from Nov to May in most waters. Hard to believe, so glad my boat is under 35 feet. Article below:

It didn't come up but it's a story where 7 endangered Whales have washed up on the beaches of NY and NJ in the last 2 months.It is suspected that wind mill prodction offsore is the cause but they refuse to stop until the reason is solved. Green new deal comes first in this case .To hell with the Whales and on shore, cut down the trees, spray hebicdes on the ground and , kill thousands birds each year that fly into them. So what?
