I'm not involved and have only heard bits and pieces. It seems to have become a long, sad drawn-out argument among neighbors/community association members, unfortunately. As others have mentioned, the real sticking point is building the pier through the wetlands. The owners (two seperate homes, I think) contend that they have a right to access the Severn come hell or high water (pun intended). The community association argued at one point that it owned the riparian property, I think, and also argues that building the pier through the wetlands could damage it. To be fair, the owners have made a number of concessions, including combining their plans for two docks into one, and it sounds as though some folks on both sides have gotten pretty nasty. As for the particulars about the likely damage to the wetlands if the pier is built, etc., I just don't know.
