I have a small area of Structure that I would like to try Chumming around.
Here's my question. Should I be anchored directly over the structure or
should the Structure be downstream in my Chumline.

You want to be upcurrent of the structure. How far will vary with the depth and current speed. We try to anchor so the stern is roughly 50 feet away from a hump. This will allow the chum to reach the fish and pull them to the boat.If you anchor over it- the chum will not reach them, the current will carry it past them.

One old trick is to use a weighted chum bag/container and drop it to bottom off a stern cleat . Some guys used one at mid depth as well and did not chum the surface. This will pull the fish right to you.

Try fishing live Spot under a BFG bobber rig and allow the current to carry it almost to the hump.Use the biggest frisky Spot you have and hold on :D.
