Yes it is so and quite an interesting rule as it actually protects the angler. If you have a fish aboard and are not fishing in restricted water, you cannot be accused of catching said fish in restricted water.

Same concept as in the winter when you leave Buzz's Marina, go to Virginia and legally catch and keep fish, you may not fish in Maryland Waters on the way back to the marina.

Curiously - Why do you think he is right? Did you see a regulation somewhere? I haven't, and have not been able to find anything in either COMAR nor the Md Natural Resources Code.I think what Mike is saying is correct. I have not confirmed by reading the regs but have confirmed with DNR officer and the guys that fish there regularly - I know that is not proof.Curiously - Why do you think he is right? What if those guys were trolling for perch? Plenty of kayak guys do troll for perch.
A fishermen comes in hurriedly and throws a striper on the pier to another guy that scoops it up and takes it to the car. Hmm. you see that everyday.OK, that wasn't in the original post, but I'm still not certain the law would prohibit someone from trolling in a C&R zone after catching a keeper in a legal keep zone (doing some research on that now). Now if you saw them catch the fish, box it and then bring it in that would be a different story.
Don,Mike, Hope you get out again this weekend. Always enjoy your reports.
I been fishing fresh water myself so I don't feel right posting on a tidal forum.
It seems like obvious poaching activity, striped bass harvest is closed in the river and it was likely not harvested in areas open to harvest outside the river, and those anglers may be an organized poaching group that remove many illegally harvested striped bass.A fishermen comes in hurriedly and throws a striper on the pier to another guy that scoops it up and takes it to the car. I don't want to hi jack your post but I will say perch fish has been good.Don,
I don't have any say about who posts what and where but I would like to see some of your catches. Just like Andy's and Capt.Nick's. Post a few and see how it goes, who
knows maybe you might convert some of the guys to freshwater.
