I'm guessing a quillback... member of the sucker family (I think). I've snagged several of them while shad fishing in the Potomac River at Chain Bridge at tideline. Also snagged a few just below Conowingo Dam. They are often confused with carp, and they look very much alike except for the single long quill-like fin ray located on the leading edge of the dosal fin.

a shad of some sort - maybe a american shad ? illegal to posses in virginia if thats what it is

maybe its a buffalo carp they have tons of them in tennessee not sure about virginina waters but were theres carp theres usually buffalo. NOT the plains type for you amature hunters.
