Is there a public ramp in Havre De Grace that's open 24/7? I've tried searching Google but can't seem to find a definitive answer. I'd like to be able to launch there to fish the Susquehanna.

Lapidum boat ramp in Susquehanna State Park is labeled as closed dusk to dawn but there are also signs saying "anyone parked after dark must be actively involved in fishing". You can fish from shore all night long in the park so I'm not sure why you couldn't have your truck and trailer parked there while you're fishing the river. Might want to call the park office and talk to a supervisor or manager.
I doubt most places would tow a truck with an empty boat trailer. Especially if you paid the launch fee. But always worth calling. Theres a marina south of jean roberts with a launch. Right in havre de grace south of the light house. Good chance they'd allow a truck and trailer overnight. There's some nice boats in there. I'm sure people take them out all weekend.
