Ribbon Fish --- is this common?

I just received this pic from our #CapeCharlesQOB champ. It is a ribbon fish he caught last night off the Cape Charles pier.

I was curious to hear how common these catches are? I've heard they come up pretty far into the Northern Neck, but I've never noticed until now. They seem to be caught trolling for macks, but the only odd catches I've seen while trolling for macs are the occasional cobia and lizard fish (but I've also heard of jacks and drum).

Common where? I see they are a pelagic fish, so I know they are common in that environment.

I don't see them out in the water like I observe all the American Halfbeaks right now, and they are not being caught in any of our creeks in the NN.

Are these ribbonfish common off the piers in Virginia Beach?
